They have been called one of the world's most persecuted people. Some argue that they are also one of the most forgotten.
The Rohingya people of western Burma's Arakan State are forbidden from marrying or travelling without permission and have no legal right to own land or property.
Not only that but even though groups of them have been living in Burma for hundreds of years, they are also denied citizenship by the country's military government.

ミャンマー、公務員の給料大幅引き上げ 不満解消狙いか

ミャンマー（ビルマ）の軍事政権筋は２５日、公務員の給料を来月から今より最大１０倍程度引き上げる方針を明らかにした。突然の首都機能移転などでくすぶる不満を解消する狙いがあるとみられる。
公務員の月給は局長級で１万５０００チャット（実勢で１０チャット＝約１円）程度で、多くは１万チャットに満たない。民間会社の給与よりも大幅に低く、多くはヤンゴンの街中で副業をして生活をしのいできた。
そこへ昨年１１月から首都ヤンゴンから北へ約３２０キロのピンマナへの首都機能移転が始まった。ピンマナは電気や水道などのインフラも不十分で、副業どころではない。原油高騰に伴う消費財の値上がりも手伝い、公務員の間には不満が募っていたという。
給料の上げ幅は５倍以上で多くは１０倍に近いと見られる。

【バンコク＝太田誠】ミャンマーの軍事政権が公務員の給与を４月１日から最大１３倍に引き上げる。
２４日付の政府決定によると、公務員の最低賃金が月額５０００チャット（実勢レートで約６００円）から１万５０００チャット（同約１８００円）と３倍に、省庁次官級では１万５０００チャットから約１３倍の１９万チャット（同約２万２０００円）になる。職位が上がれば上がるほど上昇幅も大きい。公務員は薄給の上、首都機能移転に伴いヤンゴンの北約３２０キロにあるピンマナに転勤させられたことで不満を募らせており、大幅賃上げは公務員の懐柔策と見られる。
決定直後、公務員や家族らが金の販売店に押し掛け、価格は２４日だけで約１３％も上昇。ミャンマーでは自国通貨への信頼が薄く、預金代わりに金や米ドルに交換する人も多い。対ドル公定レートは１ドル＝６・７チャットだが、闇レートでは２４日に１ドル＝１２００チャットまで上がっている。
